We're putting the finishing touches on our presentations and pressing our suits for the annual International Cost Estimating and Analysis Association (ICEAA) Professional Development Conference and Training Workshop. This year's conference is being held in Portland, Oregon, on June 6-9. Technomics is fortunate to have many talented employee owners who apply their dedication and experience to further the cost analysis profession. For 2017, we have six such analysts presenting enriching papers covering new studies in Economic Analysis, Contract Risk, Policy and Standards, and Operating and Support.

Brian Flynn
Brian Flynn supports national security efforts at Technomics' Arlington, VA, headquarters. He has a deep understanding of and strong working relationships with many of the cost and OR organizations in the U.S. DoD and the NATO Alliance. His areas of expertise include capability portfolio analysis, weapon system cost estimating, EVM, econometric modeling, economic analysis, AoAs, and corporate financial health. Dr. Flynn has undying pride in his service as a United States Marine. Semper Fi.

Peter Braxton
Peter J. Braxton is a Senior Cost Analyst and Technical Officer at Technomics, where he has supported the Air Force Cost Analysis Agency, Naval Center for Cost Analysis, and Office of the Deputy Assistant Secretary of the Army – Cost and Economics on data collection and cost research efforts, and Defense Acquisition University on curriculum development. Peter serves as ICEAA's Vice President of Professional Development, and was named 2007 Estimator of the Year for contributions in education.

Omar Akbik
Omar Akbik is a lead analyst with Technomics specializing in analytics, cost analysis, and strategic advisory. His work focuses on data and technology integration between agencies as well as analytical analysis of federal programs. He has previously supported life cycle cost estimating, alternatives and business case analysis, as well as application development for various clients throughout the federal space. Mr. Akbik is a Certified Cost Estimator/Analyst and holds degrees in economics and finance.

Chris Hall
Chris Hall is a lead analyst with Technomics, performing cost research and analysis supporting DOD projects. He was previously employed with Reliant Consulting Solutions for two years as a cost analyst for the IC creating Agency Cost Positions derived from the Technical Baseline document. Prior experience includes 3 years at TASC providing systems engineering and cost support for an IC Ground Systems program office. Chris holds a Bachelor's of Business Administration from James Madison University.

Eric Lofgren
Mr. Lofgren works for Technomics, Inc. and supports the Cost Assessment Data Enterprise (CADE) project for OSD CAPE which collects and makes available contract cost and earned value data. In this role, he also supports special economic studies and independent cost assessments. Mr. Lofgren has won best papers at ICEAA in 2016, 2014, and 2013. He holds an M.A. in economics from George Mason University.

Brian Octeau
Brian Octeau is a senior member of Technomics' management team with more than 25 years of experience leading cost research, analysis, and estimation on high technology systems and engineering projects. His analytical experience spans database development, estimating methodology development, lifecycle modeling, risk and uncertainty analysis, and Earned Value Management. Mr. Octeau has instructed cost analysis courses and has served as an expert witness for U.S. House and Senate Committees and the National Academy of Sciences.

Ramzi Shuhaibar
Ramzi Shuhaibar is a cost analyst with Technomics and supports the Department of Homeland Security Cost Analysis Division. He is a Certified Cost Estimator/Analyst (CCEA) with over 5 years of cost experience and has supported DHS, NASA, NSF, DoE, and Coast Guard. His areas of experience include life cycle cost estimating, alternatives analysis, budget forecasting/optimization, and hardware cost estimating.

Kathleen Hudgins
Ms. Hudgins has over five years of experience as an engineer and analyst supporting federal clients. She is currently a cost analyst for Technomics, where she has supported major US Navy and US Coast Guard acquisition programs through ship lifecycle cost estimates, cost drills, and cost reduction initiatives. Ms. Hudgins earned a Bachelor of Science in Systems Engineering from the University of Virginia.

Sandi Enser
Ms. Enser is the Sustainment Subject Matter Expert for OSD CAPE Defense Cost and Resource Center, where she has worked to expand the collection of Contractor Logistics Support data. She has more than 30 years of cost estimating and cost research experience, including Navy, Air Force, and Missile Defense National Team. She holds a BA in Economics and Latin American Studies from Smith College, and an MBA from George Mason University.
