Technomics’ reputation and capabilities born in the United States Defense Acquisition community have been called upon to help other partner nations make better decisions faster in their pursuit of improved acquisition outcomes. Our work for other nations has led to the opening of Technomics Canada, a wholly owned subsidiary focussed on the delivery of Technomics solutions to Canadian Government and commercial clients.
Technomics bridges the gap on joint efforts and international programs. Examples include NASA and Canadian Space Agency (CSA). CSA has many shared missions with NASA. Technomics was able to leverage our extensive experience in helping NASA to support CSA. In addition, Canada’s National Shipbuilding Strategy (NNS) includes a shared icebreaker programs between US and Canada. As the US shares missions with its partners moving forward, we have domain knowledge on data collected in the U.S. and Canada and defense practices in other nations such as Canada, Australia and Taiwan.
For over two decades, Technomics has leveraged our core service offerings of Cost Analysis & Acquisition Support (CAAS), Decision Analysis (DA), Data Management & Analytics (DMA), and Data-Driven Program Management (DPM) to assist international clients. We find the smaller defense acquisition communities of partner nations often lack the formal acquisition rigor, historic data, and experiences. Technomics leverages our experience in the United States to guide effective investment decisions for international clients.

Phoenix Pay System
Technomics was asked to perform an estimate of remaining costs of Canada’s Phoenix Pay System. The Phoenix Pay system is a payroll processing system for all Canadian federal government employees. It is an IT system that was originally launched in early 2016 but was plagued with reports of inaccuracies in payroll amounts. The Treasury Board of Canada Secretariat (TBS) was tasked with building a cost estimate for stabilizing the Phoenix program. The estimate was performed by Treasury Board Secretariat and Technomics, Inc. via the Canadian Government Interchange Program for the Public Accounts Committee (PAC). The estimate was provided for decision makers to consider the costs as they chart the best course of action to repair the Phoenix Pay System or replace it with another system.
Australian MOD
The Australian MOD requested that Technomics assess their 2019 Force Structure plan. The work included validating over 60 parametric cost models done by others in TruePlanning; assessing and refining the FY19 operational and support cost estimates for each; and then developing a final report that summarized potential adjustments to the Force Structure Plan and the funding of the associated portfolio of projects.
Future Aircrew Training (FAcT)
Canada required all Future Aircrew Training (FAcT) offerors to submit their large and complex price proposals in a single TF! File (macro-enabled Excel file). SkyAlyne collected financial volumes from over 10 different subcontractors and was required to aggregate them into a single for submission to the government. This presented an extremely time consuming process with dangerous in configuration management. They called on Technomics to mitigate their proposal preparation risk. We responded by:
- Developed streamlined ETL process to aggregate over 10 different subcontractor TF! Files (macro-enabled Excel files) into one final file. R script to ingest data and remap organic Excel formulas.
- Built various validation checks to ensure correction resource allocation across PWS line items, pinpoint data mismatches, and other various checks with technical approach write-ups, risk register and cost maturity assessments.
- Built a Power BI dashboard to visualize trends, anomalies, and high-level summarization views.
The project manager used the power BI data to interpret all bid information and assist leadership in making critical, real-time decision related to cost and pricing data and potential alternatives to improving the overall bid position. By leveraging automation tools and capabilities of the Technomics Team, SkyAlyne was able to quickly incorporate and maintain configuration control of the volumes of content under development by over 20 authors simultaneously.
