Every day the Government awards contracts to industry worth hundreds of millions to billions of dollars. Some are competitive, others are sole source awards. These contracts are high stakes not only for industry, but also the Government.

It is absolutely critical that the Government makes informed, unbiased decisions relative to which firm deserves to win and what contract value to award. Our cost analysts ensure that Government procurement officials are armed with the information and advice necessary to make these decisions.

We facilitate informed decision making by developing Independent Government Estimates (IGE) and evaluating contractor cost proposals.

Our proposal evaluation experience involves fact-finding and assessment activities to understand and critique a contractor cost proposal. We typically assess the credibility of the contractors’ cost estimating methodology by evaluating whether the cost estimating techniques and supporting data are sound and defensible.

Similarly we judge the completeness of the contractors’ proposed cost by determining whether all appropriate elements of cost are included. Finally, we perform sanity checks of proposed contractor costs by comparing them to the cost of similar systems.
