Technomics’CEO Receives Prestigious Award; Company Members Involved in All Aspects of 2010 SCEA Conference

San Diego CA - June 2010  Technomics’ employees were very involved in every facet of this year’s 2010 Society of Cost Estimating and Analysis (SCEA) Conference, held June 8-11 in San Diego, CA and two Technomics’ employees were recognized with awards during the event.

At the conference, Technomics’ CEO, Rick Collins, was awarded the 2010 SCEA National Estimator/Analyst of the Year Award for Contributions in Management - one of the five annual awards presented at the awards banquet on June 10. Collins received the award for his efforts to: promote and enhance the profession; foster membership growth; integrate estimating and other cost disciplines; recognize and certify achievement; promote cost estimating discussion forums; promote standards of proficiency and performance; foster, promote and conduct research and education; interact with other related organizations and establish standards in the terminology, conduct and application of cost estimating and analysis.

Collins, surprised by the award, said, “This award is tribute to my talented, motivated staff which has embraced Technomics' vision to raise community of practice standards through honest, innovative analysis that produces realistic answers, advances the state of-the-art and serves as a benchmark for excellence.”

The Best Paper - Management Track Award was presented to Brian Torgersen, for his presentation of Competition in DoD Systems Acquisition: Past Lessons and Future Considerations (co-authored with Collins, Micheal Beltramo and Emily Beltramo). The paper describes the result of a study performed for the Office of the Secretary of Defense (OSD) Cost Assessment and Program Evaluation (CAPE) and examines the historical success (or lack thereof) of competition at improving acquisition outcomes for past programs from the late 1960s to 2000s.

Other Technomics staff presented as well:

K. Cincotta made two presentations. One presentation, New Research on GERM Significance Testing looks at cost estimating relationship (CER) development in the absence of specific functional form assumptions and distributional assumptions about the error term. He co-presented with Andrew Busick. Cincotta’s other presentation; Use of Life Cycle Cost Estimates in OMB-300 Budget Reporting compares the life cycle costs of program budget estimates and their convergence into OMB-300 budget items, and addresses the challenges and issues that arise in this process. He presented with Dave Brown.

Shawn Rudolph, junior cost analyst, presented, Utilizing Constrained & Unconstrained Nonlinear Regression to Formulate Estimates at Completion at the conference.  This presentation expands on previous efforts to model burn rate via a Rayleigh curve by introducing two regression techniques: the Hybrid Weibull and Beta Variant methodologies.

James Glenn presented the paper, Modeling of Inflation Uncertainty in Cost-Risk Analysis. This presentation looks at future-year inflation factors of cost-risk analysis, which is often neglected or inadequately modeled, used to inflate costs from base-year dollars to then-year dollars. The presentation was co-authored by Bob Meyer and Paul Hardin.

Collins further contributed to the conference by co-chairing the Risk Track, which included 15 presentations. This was the third time that he has chaired a ISPA/SCEA conference track.

Brian Octeau co-instructed two Training Track sessions, specifically, the Data Normalization and Inflation and Probability and Statistics modules of CeBOK. Collins and Bob Currie instructed a Training Track session on Cost and Software Data Reporting. The briefing Introduction to DoD's Official Cost & Software Data for Estimating Weapon Systems and MAIS Programs is available for download.

Technomics’ presence was also visible in the exhibition area. This is the first year Technomics sponsored a booth at the exhibit. Amidst the hustle and bustle of the conference facility, the booth offered an area for attendees to sit, relax, network with others and learn more about the Technomics’ organization, its capabilities and distinguished staff – no wonder it was hit!
